The answer probably has to do with health care costs.

Many of these individuals may be either self-medicating without consulting a doctor, or else using over-the-counter medications because their health plans require this as a first step before prescription medications will be covered.

Another possible reason for the high rate of individuals using OTC medications is that people are not visiting specialists for allergy care, instead relying on their regular doctors. Among the patients surveyed regarding their satisfaction with their allergy medications, only 14 percent of adults and 24 percent of kids visited an actual allergy doctor for help with their hay fever.
